Pat shrimp dry; season with 1/4 teaspoon each salt and pepper. Whisk flour and 1/4 teaspoon each Cajun seasoning and garlic powder in a shallow dish. Whisk eggs in a second shallow dish. Place panko in a third shallow dish. Dredge the shrimp in the flour mixture, shaking off excess. Dip in the egg to evenly coat, allowing excess to drip off. Dredge in the panko, shaking to remove excess. Working in batches as necessary, arrange the shrimp in a single layer in the prepared basket; coat with cooking spray. Cook at 400°F, flipping and coating with cooking spray once, until golden, crisp and cooked through, 6 to 8 minutes. Transfer to a clean plate. Meanwhile, whisk oil, parsley, capers, 2 tablespoons lemon juice and the remaining 1/4 teaspoon garlic powder and 1/8 teaspoon salt in a large bowl. Add broccoli slaw; toss to combine. Combine mayonnaise, pickles, garlic and the remaining 1 teaspoon lemon juice and 1/2 teaspoon Cajun seasoning in a small bowl. Spread buns with spicy mayo; add slaw, shrimp, tomato slices and, if desired, pickle slices.
