Toss potatoes, 3 tablespoons oil, oregano, 3/4 teaspoon salt and 1/2 teaspoon pepper in a large bowl. Arrange the potatoes in a single layer in a 9-by-13-inch metal baking pan (don't use glass, which could shatter). Roast, flipping once, until browned, about 30 minutes. Carefully add broth and garlic to the pan. Continue roasting until most of the broth is absorbed and the potatoes are very tender, about 15 minutes more. Remove the garlic cloves to a plate and mash. Meanwhile, whisk the remaining 2 tablespoons oil, lemon juice, sour cream, mustard and the remaining 1/8 teaspoon each salt and pepper in a small bowl. Add the mashed garlic and continue whisking until smooth. Serve the potatoes topped with the lemon dressing.
