Meanwhile, combine vinegar, tarragon, maple syrup, mustard and 1/4 teaspoon each salt and pepper in a large bowl. Slowly whisk in 4 tablespoons oil. Set aside. Brush peaches with 1 1/2 teaspoons oil and sprinkle with 1/8 teaspoon each salt and pepper. Toss onions with the remaining 1 1/2 teaspoons oil in a small bowl. Sprinkle with the remaining 1/8 teaspoon each salt and pepper. Place the peaches on one side of the grill and the onions in a grill basket on the other side. Cook, flipping the peaches and tossing the onions halfway, until charred on the edges, 8 to 10 minutes. Transfer to a cutting board. Slice the peaches. Let cool for 10 minutes. Add arugula to the dressing and toss to coat. Arrange the arugula on a serving platter and top with the onions and peaches. Sprinkle with pistachios.
