Coat an 8-inch-square baking dish with cooking spray. Whisk granulated sugar, oil, brown sugar, eggs and vanilla together in a large bowl. Stir in flour and salt. Mash bananas in a medium bowl. Stir in baking powder. Add the bananas to the batter in the large bowl and stir until just combined. Pour half the batter back into the medium bowl. Add cocoa and chocolate chips to the remaining batter in the large bowl. Stir until just combined. Add about half of the brownie batter to the prepared baking dish by the spoonful. Pour the banana bread batter on top, then dollop the remaining brownie batter on top. Draw a knife through the batters to create a swirl design. Bake until a toothpick inserted into the center comes out clean, 40 to 45 minutes. Let cool completely before cutting into 16 squares.
