Preheat oven to 450°F. Line a large rimmed baking sheet with parchment paper.
Divide dough into 4 portions; flatten each into a disk.
Combine fennel seeds, caraway seeds and crushed red pepper. Sprinkle the dough with the spices; gently knead until well combined. Shape the dough into balls and arrange on the prepared baking sheet. Cover and let rest for 10 minutes.
Brush the balls with oil. Bake until golden, 10 to 12 minutes.
