Cover and cook on LOW until the chicken is tender, about 3 hours and 30 minutes. Preheat the broiler to high with the rack 6 inches from the heat. Lightly coat a rimmed baking sheet with cooking spray. Transfer the chicken from the slow cooker to the baking sheet, reserving the cooking liquid in the slow cooker. Broil the chicken, turning once, until lightly caramelized, about 3 minutes on each side. Transfer the chicken to a serving platter. Pour the reserved cooking liquid from the slow cooker into a small saucepan. Whisk together the vinegar and cornstarch in a small bowl; whisk the cornstarch mixture into the cooking liquid.
