  • Heat oil in a large skillet over medium-high heat. Add jalapeño and 1/2 cup onion; cook, stirring often, until tender, about 4 minutes. Add flour and cumin; cook, stirring often, for 1 minute. Add milk and water; bring to a boil, whisking often.
