Start with 8 cups cauliflower florets and 4 cloves garlic, and steam them over boiling water for 12 to 15 minutes. Combine the cooked cauliflower and garlic with 1/3 cup nonfat buttermilk, 2 teaspoons oil, 1 teaspoon butter, 1/2 teaspoon salt and pepper to taste in a food processor. Pulse several times until creamy. Serve drizzled with a little more oil and garnished with chives. Spread on a large rimmed baking sheet and roast at 450°F until the cauliflower starts to soften and turn brown on the bottom, 15 to 20 minutes. Toss the cauliflower with 2 tablespoons balsamic vinegar and sprinkle with 1/2 cup Parmesan cheese.
