In microwave-safe shallow dish, combine broccoli and the water. Cover with vented plastic wrap and microwave on 100 percent power (high) for 2 to 3 minutes or just until tender. Layer half of the bread cubes in a greased 2-quart square baking dish. Top with cheese, ham and broccoli; add remaining bread cubes. In bowl, combine milk, egg product, onion, mustard and pepper. Pour egg mixture evenly over the layers in dish. Cover with foil and chill in the refrigerator for 2 to 24 hours.
Preheat oven to 325 degrees F. Uncover and bake for 60 to 70 minutes or until knife inserted near center comes out clean. Let stand for 5 minutes.
