I would give a "Chef at Home" voucher. They would let me know when they want me to come over and cook them up a special meal from a few of my favorite choices on the voucher. It would include all the ingrediants (that I would personally purchase and bring over to use) plus a bottle of their favorite wine to top off an unforgetable meal. These would be recipes that I am familiar with and would know well enough to cook them perfectly so they would be attractively plated and deliscious.

A handmade cooking book that contains exotic and tropical foods that are easy to make, but if its food lovers that skip the cooking and just love to eat out give them a gift card to the best local restaurant or make a gift basket with appetizers that are easy to reheat in microwaves or ovens.

specialty ingredients, like good olive oil or interesting vinegars, or salts -- higher priced items that are fun to experiment with that someone might not be willing to splurge on themselves for!

1) Anything homemade.
2) A custom-made basket of goodies (pick the stuff yourself so you know it's good and will be enjoyed).
3) Restaurant gift cards.

Gourmet quality olive oil. Nutritious, delicious, versatile. Every bit as good as a bottle of wine.

depends on the particular kind of "food lover" you're shopping for - if I know of a kitchen gadget that I personally love - I might give it - but only to someone I'm pretty sure will use and appreciate it - some people love cookbooks - some love to improvise and don't care for cookbooks - some love following food trends and exciting restaurants - so I try to get something specific to that person's loves. (a gift certificate to their favorite supermarket - cheese store - butcher etc is another great food gift - especially for younger people who love to cook, but don't have big food shopping budgets.
