1) Line a baking sheet with parchment paper or foil; coat with cooking spray.
2) Combine 1/4 cup sugar, 1/4 teaspoon salt and 1 tablespoon each honey and water in a large, heavy skillet over medium-high heat. Cook, stirring occasionally, until mixture turns golden, 3 to 4 minutes. Add 2/3 cup walnut halves (whole or chopped), reduce heat to medium-low and cook, stirring, until deep golden brown, 2 to 3 minutes longer. Turn out on the prepared baking sheet, spreading in even layer. When completely cooled break the mixture into clusters.
